CORE FUNCTIONS
The following are the key functions of the Directorate:
- Coordinate implementation of Sessional Paper No. 8 of 2013 on National Values and Principles of Governance;
- Coordinate implementation of Sessional Paper No. 9 of 2013 on National Cohesion and Integration;
- Coordinate the preparation of the Annual President’s Report on measures taken and progress achieved in the realization of national values and principles of governance espoused in Article 10 of the Constitution;
- Provide strategic leadership and policy direction on matters of national cohesion and national values;
- Formulate, coordinate and implement programmes for the promotion of national cohesion and reconciliation in liaison with other stakeholders;
- Mainstream national cohesion, national values and reconciliation within Government Ministries, Departments and Agencies (MDAs);
- Establish networks and maintain a database of national cohesion and values stakeholders and actors;
- Advocate, train and sensitize on national cohesion, reconciliation and national values;
- Conduct research on national cohesion, national values and reconciliation;
- Evaluate compliance with the national values and principles of governance indicator in the performance contract for MDAs on behalf of the Performance, Contracting and Management Directorate.
KEY ACHIEVEMENTS MADE BY THE DIRECTORATE
The Directorate has achieved the following:
- Developed Sessional Paper No. 8 of 2013 on National values and Principles of Governance which was approved by Parliament in 2015;
- Developed Sessional Paper No.9 of 2013 on National Cohesion and Integration which was approved by Parliament in 2015;
- Developed and published a Training Manual on National Cohesion and Integration in 2011 and revised in 2022;
- Facilitated the loading of National Values and Principles of Governance into the Performance Contracting cycles of Ministries, Departments and Agencies (MDAs) W.E.F 2014/15 FY;
- Trained over 888 Focal Point Persons from Ministries, Departments and Agencies (MDAs), to coordinate promotion and mainstreaming of national values and principles of governance in MDAs;
- Sensitization of over 470 MDAs on national cohesion and national values mainstreaming processes;
- Compilation of the 2013, 2014, 2015, 2016, 2017, 2018, 2019, 2020 and 2021Annual President’s Reports on National Values and Principles of Governance;
- Engagement with County Public Service Boards (CPSBs) from 46 counties on the promotion of national values and principles of governance;
- Developed and published a Training Manual on National Values and Principles of Governance for training, sensitizing and building capacity of the various stakeholders; and
- Conducted a Baseline Survey on the Status of National Values and Principles of Governance in conjunction with Kenya Institute for Public Policy Research and Analysis ( KIPPRA) in 2015.
